Homelessness or unstable housing, economic hardship, isolation from family or community, abuse or neglect, displacement, lack of reliable information and limited access to legitimate opportunities can make some people more susceptible to manipulation. These conditions do not mean that trafficking will occur, but they can create circumstances that an exploiter may attempt to use.
